After Migration, af:inputDate Fields Show "mm/dd/yyyy" Instead of Blank (Doc ID 2825679.1)

Goal

An application was migrated from JDev 12.2.1.3.0 to JDev 12.2.1.4.0 and multiple missing or broken functionalities are noticed when running the application.
All of the query screens are automatically loading data into inputDate fields without any filtering. Data should only be loaded after the “Search” button is pressed.

af:inputDate textbox displays “mm/dd/yyyy” instead of blank.

There are no exceptions in the log files.

What is the explanation for this behavior?
