Symptoms
After upgrading the WebLogic version ( to min vers 12.2.1.3 or later) it was noted that the 2 way SSL communication is slower than before upgrade
Analyzing the SSL communication, using the openssl client, shows that a new SSL session is generated every time, for versions above 12.2.1.3, while in previous versions, the same session id is kept (session is reused)
