Solution
 1. Configure a yum repo to point to OL7 latest channel
 2. Install dracut-fips and dracut-fips-aesni packages
 3. Rebuild initramfs for the current kernel
 4. Disable prelinking and undo prelink on all system files (if prelinking is enabled)
 5. Enable FIPS mode in grub configuration file
 6. Reboot the vServer
 7. Verify that FIPS mode is enabled on the vServer post-reboot
