REST API Endpoint Receiving NULL Object Rather Than Empty Data List for a Non-Federated Cluster (Doc ID 2826422.1)

Symptoms

A user reported that receiving NULL object in the REST endpoint. Custom JMX application parsing the API response from journals REST endpoint. When the cluster has journals enabled, data 'List' is returned. However, when the cluster is not of the federated-cluster type and does not use journals, the response is 'null object'. Instead, the response should be an empty 'List'.
