Error when accessing the EM and clicking on SOAINFRA: Locale, 'es_419', Is Not Supported. (Doc ID 2826472.1)

Symptoms

After upgrading the SOA 11.1.1.6.0 to 11.1.1.9 and starting the server , the following error shows up when clicking on the soa server on the EM :
Error [J2EE Deployment SPI:260004]Locale, 'es_419', is not supported. Starting SOAINFRA


Looking further the customer realized that the SOA server failed to start so while the click on the SOA server on the EM produced a Locale related error, the real problem is that the SOA server failed to start.
