"System failure occurred" messages is displayed if read only user try to upload file via Content UI (Doc ID 2826885.1)

Symptoms

Users who only have read only permission can operate "Upload" button on Content UI.

Follow the below steps, "System failure occurred" message appears.
This message is confusing.

Testcase
========
1.
Log in WebLogic Administration Console.

2.
Create a user who have read only permission.

ex)
rouser001

3.
Log in to Content UI as a read only user.

4.
You see "Upload" button even if you don't have write permission.
On the other hand "New Check-In" is not seen on Native UI when you log in user who don't have write permission.

5.
Browse or drag one more file.

6.
You see the following message.
This behavior is expected.

Error: Errors occurred while attempting to get metadata.
You do not have sufficient privileges to access an item or perform the
operation.
-----

7.
Click "X" icon to delete file.

8.
You see the following Error.
This is confusing.

Error
System failure occurred. Contact your site administrator.
