OGG 21.1.x or V19.1.0.0.2201719 Pump abend - OGG-25119 Failed to create missing sub-directories

Symptoms
Using ogg v21.x(21.1.0.0.1) in source and target and when configured the pump
extract to write to a NFS location it fails with the following error
ERROR OGG-25119 Failed to create missing sub-directories.
1) If using default dirdat directory the pump extract push data to the target without any issues.
2) The target trail file directory was already created and have correct permissions to create files
3) The GLOBALS file in target have ALLOWOUTPUTDIR to the specified directory mentioned in the Rmttrail and still it failed.
The same error was also happening when using ogg v19.1.0.0.220719 due to a regression bug
