Symptoms

When upgrading 11.1.1.9 to 12.2.1.4 upgrade assistant readiness mode like "/ua -readiness" , SOFAINFRA readiness fails with following error. 

[2021-12-08T01:55:30.898+00:00] [SOA] [NOTIFICATION] [] [upgrade.SOA.SOA1] [tid: 37] [ecid: dfd9d89d-ea3f-49af-880d-112970014763-00000002,0] VERSION Schema DEV_SOAINFRA is currently at unsupported version 11.1.1.9.4. No readiness checks will be performed.
