Failed to Apply Patch 33671996 on WebLogic Server 12.2.1.3 (Doc ID 2828999.1)

Symptoms

To avoid log4j2 security alert CVE-2021-44228, tried to apply overlay patch 33671996 after applying WebLogic 12.2.1.3  2021 Oct PSU patch.  But it failed with output message "This patch is not needed."

It is confirmed that  release version(12.2.1.3) of patch 33671996 matches version of Oracle Home installation.
