Goal
The BBL was in a state in which the master, no more able to start tmadmin, because it remain stuck.
Until the primary was available it was not possible to migrate it, because the tmadmin on secondary tells us the there is master available and migration must be done on the master machine.
Shutting down the master machine, but still, on the secondary, got the error that the master was available.
Is it expected behavior? Why does the secondary tell us that primary is available even when the primary machine was shut down?
