Batches Stuck in Processing (Gear Icon) Indefinitely After Capture Commit

Information in this document applies to any platform.
After committing some batches from Capture, they indefinitely stay locked by the Commit Processor. This is displayed by the gear icon in the Capture Client. Some batches process just fine but others do not. After unlocking them within Enterprise Manager, the batch can be opened to be committed again. They don't seem to be based in terms of workspace or server that is processing the batch.
None identified other than some undefined network issues
