WFR RTS Instance Won't Start (Doc ID 2830406.1)

Symptoms

There is an issue with logging into WFR Verifier.  When attempting to stop and start the RTS Instance, it was not able to be stopped.   The server was restarted, and when starting the RTS Instance, it hangs.

The issue can be reproduced at will with the following steps:
1. Try to start the RTS instance.
2. Notice that it goes yellow but not green.
