Goal

WebLogic showing strange characters when Reading/Writing special characters in "Home" page.

WebLogic Server that is showing strange characters when the user writes special characters like á, é, í, ó, ú, º, ñ  in "Application Home" page.

Database was implemented NLS_CHAR_CHARACTER_SET.
