"FRM-92160: Fatal Error: Web Client Version Is Too Old" After Upgrading Environment (Doc ID 2831197.1)

The WebLogic server was upgraded from 12.2.1.3.0 to 12.2.1.4.0 by following the guidelines from WebLogic.

After that, a Forms application was able to run, but showed below error:

FRM-92160: Fatal error: web client version is too old
