Oracle WebLogic Server: After Apply WebLogic April 2021 PSU Application Cannot be Initialized (Doc ID 2832355.1)

EJB application is not initialized, at server startup. Logs shows:

WebLogic April PSU 2021 was applied (Patch 32697734: WLS PATCH SET UPDATE 12.2.1.3.210329). Removing the PSU solved the issue.
