Getting "Unable to Open Wallet" Error When Performing LDAP Testing (Doc ID 2833244.1)

On : APEX 18.2 version, Administration

When attempting to Test LDAP,
the following error occurs.

1 error has occurred
* Authentication failed
ORA-31202: DBMS_LDAP: LDAP client/server error: Unable to open wallet

The issue can be reproduced at will with the following steps:
1. Configure custom LDAP authentication for APEX application.
2. Click "Test Login" button.
