Symptoms

BEA-149060 log which message "from STATE_PREPARED to STATE_ADMIN" and "from STATE_ADMIN to STATE_ACTIVE" are double output when deploying EAR like as below.

This issue only occurs when the EAR is already deployed and then stopped and started.
