Connecting to Node Manager Using nmConnect Fails with the Error "WLSTException: Error occurred while performing nmConnect : Cannot connect to Node Manager" (Doc ID 2834142.1)

Symptoms

When trying to connect to Node Manager using nmConnect, it fails with the below errors:

Node Manager log file shows that Node Manager is up and running:
<Jan 11, 2022 10:36:28 PM ICT> <INFO> <Secure socket listener started on port <nmPort>, host /<IP>>

nodemanager.properties file has "IP Address" as the Listen address.
