Unable to Delete a Portal: Cannot delete portal {0} as the Portal API cannot find this portal (Doc ID 2834158.1)

Symptoms

Unable to delete a Portal or go to the Administrator page of the portal.

ERROR 

Attempting to delete the portal results in the following error:

WCS#YYYY.MM.DD.HH.MI.SS: Cannot delete portal {0} as the Portal API cannot find this portal.

Attempting to go to administer for this portal returns the following error:

ADF_FACES-60104:An error occurred while processing your request. For more information, please see the server's error log for an entry beginning with HTTP Error Status Code: 404

 

STEPS

The issue can be reproduced with the following steps:

  1. Connect to WebCenter Portal.
     
  2. Go to Administration -> Portal.
     
  3. Select the Portal and Click Delete.
    This error is returned:
     
    WCS#YYYY.MM.DD.HH.MI.SS: Cannot delete portal {0} as the Portal API cannot find this portal.
     
  4. Click the Administration link next to the Portal.
    Here you will get the ADF_FACES-60104 error.
