Symptoms

Compiling or recreating Procedure shows below error using SQL Developer. Issue occurs for all the versions of SQL Developer.

Recreating or compiling the same procedure in SQL*plus or SQLcl works fine.

Changes

 Used different versions of SQL Developer and imported the preferences from older version when prompted like below for the first time when a new version of SQL Developer is launched.
