Symptoms

Assets Deleted in 11g Prod are Not Deleted in 12c Prod

12c Prod is created by the following multi stage process:
a) Install 12c Prod
b) Upgrade 11g to 12c Temp
c) Publish from 12c Temp to 12c Prod
d) DataDiff 11g to 12c Temp
e) Publish from 11g to 12c Prod

Steps d and e are repeated until go-live

It was observed that assets deleted in 11g after initial upgrade do not get published from 12c Temp to 12c Prod after subsequent DataDiff runs.
