Provisioned AD Accounts Created in Disabled State and Missing Attributes after Windows Patches

Symptoms
Detected problems provisioning new accounts in Active Directory through Active Directory User Management connector. The OIM connector seems to work fine but after the creation the account in Active Directory is disabled and some attributes are missing. The OIM Account is in status Provisioned and the Process Form contains all attributes.
Other provisioning operations like updates complete normally and update the AD account properly.
Changes
This issue starts occurring after the Active Directory Administrator applied the January incremental patches to the Windows Domain servers.
