Starting WebLogic Admin Server from Windows Service Fails with the Error "Unable to locate java.dll in <JDK_HOME>\jre\bin!" (Doc ID 2835498.1)

Symptoms

When trying to start WebLogic Admin Server using windows services it fails to start with the below errors:

Initially, Admin Server was failing to start even using startWeblogic.cmd and after following steps from the below article, Admin Server starts fine from the command line.

Note:2429455.1 - WebLogic Admin Server Fails to Start With the Error "The system cannot find the path specified" OR "The JRE was not found in directory"
