"Test failed: Invalid configuration file" When Creating Autonomous Database Connection (Doc ID 2836147.1)

Symptoms

In the New / Select Database Connection dialog, the "Service" property appears empty when creating a connection for Autonomous Database. Also, when you click on the "Test" button, you will get the "Failure -Test failed: Invalid configuration file" error.

Status : Failure -Test failed: Invalid configuration file - <PATH>\Wallet_<DatabaseName>.zip; {1}
Status : Failure -Test failed: Invalid configuration file - invalid tnsnames.ora file; <PATH>\Wallet_<DatabaseName>.zip
