Symptoms

Web Logic servers failed to start. Next messages reported in the WL log files. DB administrator confirmed that DB is working Fine.

oracle.security.jps.JpsException: JPS-01055: Could not create credential store instance. Reason oracle.security.jps.JpsException: JPS-00260: Database access error. SQL state: 99999, error code: 28365
Caused by: java.sql.SQLException: ORA-28365: wallet is not open
