Lucene Not Processing Entries From Global_Q and AssetType_Q Tables (Doc ID 2846819.1)

Symptoms

Search indexes aren't processing new assets or modifications.  The AssetType_Q and Global_Q tables have an increasing number of entries.  Lucene trace logging reveals a large number of existing entries are getting deleted and updated even though the associated assets have not been updated.
