Symptoms
When stop an application from Admin Console with "When work completes" option, WLS does not wait for pending sessions.
Admin Console -> Deployments -> Control -> Check APP -> Stop(When work completes)
Before 12.1.3, WLS will wait for pending sessions like as below:
