Extending a 12.2.1.4 Infrastructure domain to add the below templates fails with Error.

1. Oracle Enterprise Manager (em)
2. Oracle JRF(oracle common)
3. WebLogic Coherence Cluster Extension
4. Oracle WSM Policy Manager
