Symptoms
When attempting to apply a OSS Bundle Patch(BP) to a Fusion Middleware (FMW) 12.2.1.3 environment, the following conflict error occurs with the Database Patch Set Update (PSU) for FMW Patch 33779451 or later.
The following conflicts were collected from a Forms and Reports environment, but a conflict between OSS BP and Database PSU for FMW could occur on any FMW distribution which delivers the Database Client libraries (or a subset of these) including:
Oracle Forms and Reports
Oracle Internet Directory
Oracle Unified Directory
Oracle Traffic Director
Oracle Business Intelligence
Oracle HTTP Server
Forms and Reports 12.2.1.3
