Error "Libclntsh.so.12.1: File Too Short" While Starting Reports Server (Doc ID 2850043.1)

When attempt to start the Reports Server, you get the following error:

<ORACLE_HOME>/lib/libclntsh.so.12.1 file too short

Checking the file libclntsh.so.12.1 under <ORACLE_HOME>/lib, it appears to have zero size.

This is a fresh install of Forms/Reports 12c.
