Symptoms
When attempting to edit business rules in JDeveloper after the project was migrated from 11.1.1.7 to 12.2.1.4, the following error occurs on a Windows environmnet.
NOTE This error does not occur on Linux.

The issue can be reproduced at will with the following steps:
1) Open the 11.1.1.7 project in 12c jdev to migrate it
2) Open the Business Rule Component
3) Click on Decision Functions on the Rules screen that just opened
4) On one of the function try to edit it
5) Click the Save button, the error occurs
