Can SOA12c DB Partitions dropped Without Disabling FKs?

Goal
As described in https://docs.oracle.com/en/middleware/soa-suite/soa/12.2.1.4/administer/managing-database-growth.html#GUID-FA249DA0-A343-448A-8218-D84E09194FB2, after running verification script (15.4.9 Running the Verification Script) a result log is created containing the status of every DB partition: PASS if it can be dropped or FAILED if cannot.
The next step is now to drop the partitions that can be dropped. As per the mentioned document:
The question here is if the drop script can be executed only for pass partition with zero records, without disable the FKs.
