Every WebLogic Server Restart Creates New Lsinventory File (Doc ID 2851131.1)

Goal

Previous to Oct 2022 PSUs, on every system restart for each server (Admin server and managed servers)
a new lsinventory file is created in directory: /<MW_HOME>/cfgtoollogs/opatch/lsinv/

That was the normal behavior.
Admin Server and managed server starts were dependent on "opatch lsinventory" output parsing .
