"Page Not Found" Error Accessing a Portal with Permissions After User Without Permissions Access same Portal

Symptoms
If a user without privileges accesses a portal first, a second user with privileges is unable to access the portal. The second user receives "Page Not Found" error.
Steps to reproduce:
- A user without privileges accesses a portal for the first time and receives "You do not have access":
2. A Second user with privileges accesses the same portal and receives "Page Not Found":
If the WebCenter Portal managed server is restarted, the user with privileges is able to access.
Log shows:
None of the pages are accessible for portal
