ODI 12.2.1.4 Agent - the Startup of Agent / Managed Server Is Very Slow, and a Significantly Huge Delay Is Observed in the Starting of the Agent Scheduler

Symptoms
Oracle Data Integrator (ODI) has been recently upgraded from version 12.2.1.2.6 to 12.2.1.4.211011 bundle patch.
The Upgrade Assistant (UA) has been run, and successfully completed the upgrade of Repositories.
However, after the upgrade to ODI 12.2.1.4.211011 BP, the J2EE Agent takes a very long time to start:
- 5+ minutes to start the Agent (standalone Agent, or colocated, or Managed Server in case a J2EE Agent is used)...
- plus 18+ minutes to bring the scheduler up...
Before the upgrade of ODI, the J2EE Agent and its scheduler were up and running in less than 3 minutes.
