WebLogic Server No Longer Uploading Files Larger Than 4MB After Upgrade (Doc ID 2851797.1)

Symptoms

After upgrading WebLogic version from 12.2.1.3.0 to 12.2.1.4, the application can longer upload pictures over about 4MB in size.
There's no change in application code and things work as expected on the test environment running WebLogic 12.2.1.3.0 with same configuration and application.
