OPatch Not Working / Getting Stuck When Applying Latest PatchSet Update (PSU) (Doc ID 2852108.1)

Symptoms

OPatch is not working or getting stuck when applying the latest WLS PatchSet Update (PSU)

For instance in this case, the issue happened when updating WLS 12.1.3 with the patch - WLS PATCH SET UPDATE 12.1.3.0.220118

Have updated JDK and updated the OPATCH as needed.

1. Upgraded Java to JDK 1.7.0_331 (January 2022 CPU)
2. Did OPATCH update (33385024)

But when trying to apply the WLS patch it is not completing, it is getting stuck at the WebLogic merge jar regeneration level :
