After CPU Patching, COS Naming Service No Longer Works Properly

On : 12.2.1.3.0 version, SQL*ReportWriter
ACTUAL BEHAVIOR
Given you have multiple Reports Servers that are running in your environment. For example:
- repserver1
- repserver2
- repserver3
- repserver4
After Jan 2022 CPU patching, COS naming service stops working correctly. The rwdiag output displays only some of the active Reports Servers, and erroneously displays a decommissioned Reports Server that hasn't been active in a long time.
For Example:
Reading the rwnetwork.conf from : <DOMAIN_HOME>\config\fmwconfig\components\ReportsToolsComponent\<reptools>\rwnetwork.conf
Naming service used to locate servers
-------------------------------------
Naming Server host = <IP>
Naming Server port = <Port Number>
(1) repserver2 : Type = server : Host = NA
(2) repserver3 : Type = server : Host = NA
(3) repserver_nonexistent : Type = server : Host = NA
Rwdiag is supposed to display all the registered Reports Servers in the network. Instead, it shows only repserver2 and repserver3 and repserver_nonexistent (which has been decommissioned).
EXPECTED BEHAVIOR

You expect rwdiag.bat to show all the active Reports Servers, and in this case, there are 4 Reports Servers.
