"Failure of Web Server bridge" Error Returned When Trying To Access The WLS Backend Server Through The Oracle HTTP Server SSL Listen Port (Doc ID 2853316.1)

Symptoms

Oracle HTTP Server (OHS) 12.2.1.4.0 and WebLogic Server (WLS) 12.2.1.4.0 are installed on different nodes. The OHS is configured to front-end the WLS Admin Console.
Both OHS and WLS are configured for SSL using a real certificate from a valid Certificate Authority (CA). 
When calling the WLS Admin Console through the OHS SSL port the following error is displayed.
