Connection Pool Starts Growing In Size After Migrating To UCP 19c

Symptoms
After migrating from a third party connection pool to using UCP , it is found that the connection pool is now steadily growing in size until the error "java.sql.SQLException: oracle.ucp.UniversalConnectionPoolException: All connections in the Universal Connection Pool are in use" is encountered.
Changes
The expectation was that by using the property "AbandonConnectionTimeout" with a value of 120, the UCP will monitor the borrowed connections and reclaim them back into the connection pool after a connection has not been used for a specific amount of time.
The is causing the pool size to grow over time leading to the error.
