Connections Constantly Timing Out

Symptoms
After sitting idle for an hour or so, session is getting timed out.
When scrolling the data retrieved by the original query in the Worksheet, the following popup message is yielded:
MESSAGE

Reconnect to {Given Database Name}
Your database connect has been reset. Any pending transactions or session state has been lost.

Then forced to click OK and then the SQL Statement can be executed again, but the positioning in the data set is lost and has to be found again.
The following has been set, as per Doc ID 2367186.1
AddVMOption -Doracle.net.disableOob=true
However, the problem remains.
Additional considerations
- The problem happens with any user connect with.
- The problem happens with multiple databases.
- The databases are PDB databases. The full version is 18.3.0.0.
- Connections are made mainly via SQL Developer, using JDBC connections.
- Not all users have a client installation to test other connection options
