SOA 12.2.1.4 Upgrade Assistant Readiness Check Fails For OWSM Component (Doc ID 2854651.1)

Symptoms

When running the ua -readiness in preparation for a SOA 12.2.1.3 upgrade to 12.2.1.4, all JDBC connections succeed but the OWSM (upgrade.WSM.WSMPLUGIN) failed with the following error:

oracle.mds.exception.MDSRuntimeException: MDS-00003: error connecting to the database
java.sql.SQLRecoverableException: Listener refused the connection with the following error:
ORA-12514, TNS:listener does not currently know of service requested in connect descriptor

When viewing the database listener.log, it is observed that the request is being sent with an incomplete SERVICE_NAME. The host is being omitted and only the domain is being used:

The connect descriptor in the mds-owsm data source is correct and the correct connection is made by OWSM in the 12.2.1.3 environment.

A 19c database with CDB/PDB is being used for the MDS data that OWSM uses. There is a grid listener servicing this database.
