Oracle HTTP Server Reverse Proxy Connections Hang or Fail for Undetermined Reasons

Symptoms
Some mod_proxy based reverse proxy connections begin to time out after some time and then they appear to fail.
The connections may also appear to hang or not respond for a longer than normal time.
The connections will start to work again after an additional period of time when tested again.
