Why Is Oracle Traffic Encrypted Even When Native Network Encryption Is Not Set For the JDBC Client? (Doc ID 2855232.1)

Goal

After following the steps in <Document:2756154.1> How to Specify Native/ASO Encryption From Within a JDBC Connect String, there is no difference seen in the Networkpacket.log generated from the trace. In both tests, with encryption and without encryption, the log shows the information in the packets as encrypted.  

Why is Oracle traffic encrypted when there are no encryption parameters set for the JDBC driver 19c, for example, at the application side?
