Oracle B2B - Question regarding Client Based Authentication

We have received the attached document from one of our trading partners. They wish to use option two from the document which is Client Based Authentication over RosettaNet. We've tested this in our develoment environment but we can't seem to get the passed their security. Is this something the Oracle B2B tool can support?
