Fusion Middleware environment is failing with following exception when upgraded from 12.2.1.3.0 to 12.2.1.4.0:

Admin Server and one managed server is on Node 1 and the other managed server is on Node 2.

Issue is happening while running the reconfiguration wizard on Node 2. The reconfiguration wizard getting successful on Node 1.

Upgrade two Node Fusion Middleware Install from 12.2.1.3.0 to 12.2.1.4.0.
