Symptoms

Failure to connect using Kerberos to a database version 19.11 using a JDBC driver 19c.
The same connection test works when connecting to a database version 11.2.0.4
The sqlplus connection using Kerberos connecting to the database 19.11 also works when SQLNET.AUTHENTICATION_SERVICES= (KERBEROS5PRE,ALL) is used.
