WebLogic Server Console Fails to Load After Removing log4j Files (Doc ID 2856654.1)

Symptoms

Removing some log4j libraries from the WLS installation because their security scan suggests they may be vulnerable. After doing this, the WLS console app fails to start. This error is seen in the logs:
