Getting “Contact Administrator for access to this resource!” When Accessing Oracle Advanced Authentication Admin Page (Doc ID 2856960.1)

Symptoms

After installing Oracle Advanced Authentication (OAA), and completing all post installation steps, attempting to access the OAA Admin page, “Contact Administrator for access to this resource!” is displayed in the browser before login. 

Changes

OAA is installed on Oracle Cloud Infrastructure (OCI) and is using a load balancer with ingress controller installed. The load balancer has multiple hostnames configured; one for Oracle HTTP Server (OHS), one for OAA, and one for Oracle Access Manager (OAM). In the browser, when calling the OAA-Admin page - http(s)://<OAA_HOSTNAME>:<PORT>/oaa-admin you see the browser is redirected to the OHS hostname - http(s)://<OHS_HOSTNAME>:<PORT>/... , then to the OAM hostname - http(s)://<OAM_HOSTNAME>:<PORT>/oam/pages/consent.jsp?state=<STATE>&scopes=openid&client_id=<OAAClient_ID>

In the OAM diagnostic logs, you see the following error:
