Instant Client Install Fails (Doc ID 2857415.1)

Symptoms

On : 19.14 version, Instant Client / SQL*Plus

You try to install SQL*Plus as part of Instant Client product; however, it fails with error.  You could face various errors, but in this case, the error is: 

report error：ERROR: invalid number of arguments


STEPS
The issue can be reproduced at will with the following steps:

1. Download site:
https://www.oracle.com/database/technologies/instant-client/winx64-64-downloads.html

2. Download this version:
 Version 19.14.0.0.0
 Description: Basic Package
 File:   instantclient-basic-windows.x64-19.14.0.0.0dbru.zip

3. Double click “uidrvci.exe”

4. Fails with: report error：ERROR: invalid number of arguments

Changes

 You attempt to install Instant Client, SQL*Plus.
